Prorate class is registered quarterly. (Bidder has to do registration at special DMV office)
Proportional registration (Prorate), International Registration Plan (IRP), and International Fuel Tax Agreement (IFTA) are terms that relate to the registration of interstate motor carriers. Only Prorate deputies may issue prorate (PR) registration.
Unless the vehicle is being transferred out of the Prorate Class, deputies should refer the customer to the DVS Prorate office (651-205-4141) or to a Prorate deputy.
Example of fees needed for Prorate class titled items:
- Doc admin fee $125.00
- Excise tax (if applicable) $20.00
**These are the only fees charged for this type of registration.
Affiliate has bidder sign invoice with the following note:
“I promise to transfer title within 10 days.”

Copy of driver’s license
(To change the class of the vehicle from Prorate to passenger or Y-class non-commercial, complete section A & in section D, fill in “Change of weight and/or class” from _____ to _____; Have the buyer sign the PS2000.)
