When creating a VTAP/PS2000 for an emergency vehicle, use the following options:
Use type - Government
Registration options - No Registration/Title only
Title only reason - Emergency vehicle
Previous document provided may be MSO or title
On owners name page, ID type - government Agency ID if you know the ID#. Then add ID# in next field
Sales Tax Exempt box should be checked
